Multistakeholder policy dialogue to promote innovation in agrifood systems

This guide on multistakeholder policy dialogue (MPD) to promote innovation in agrifood systems, and the training it proposes, is divided into six modules (see Figure 1 for a visual outline of the training guide). Each module in this guide is comprised of an overview, objectives, module summary, exercise and key resources. The module Summary contains the bulk of the content of the module in a summarized form and is complemented by references to other relevant works in the Key Resources.

In this training, each module typically begins with the facilitators and/or relevant resource person(s) presenting the content of the module to the participants.3 The facilitators should adapt and complement the contents of each module summary based on the unique setting of the training. Following the presentation comes the Exercise, which should also be adapted to the training context, and which is meant to deepen participants’ learning through engaging them in practical application and discussions around the topics of the modules.

Module 1 on “Understanding the innovation policy context” lays the foundation for the training by introducing the agricultural innovation system (AIS) and the role of public policy within its enabling environment. Participants learn about MPD, the public policy cycle and how it can be utilized throughout the cycle. And finally, they explore the unique policy context of the training (whether its national, subnational, regional or global).

In Module 2 “Stakeholder analysis and engagement” participants develop their skills to identify, analyse and prioritize stakeholders, and learn how to meaningfully engage them for effective policy dialogue processes.

Then, Module 3 on “Problem framing” introduces the concept and approach of problem framing applied to problems which are under discussion during multistakeholder policy dialogue. Participants will learn how to frame a priority problem (in the AIS), its drivers, and potential policy solutions, fostering more effective dialogue and collaboration among stakeholders.

Module 4 “Communication and negotiation” provides guidance on effective communication among various stakeholders and especially communicating with policymakers. This module also introduces the principled negotiation model and its pivotal role in improving communication to influence policy processes.

Module 5 ‘’The policy brief’’ introduces and provides guidance on the policy brief, a key tool to communicate with stakeholders, in particular policymakers. And finally, Module 6, “Planning for effective multistakeholder policy dialogue,” brings the background (Module 1) and the vital tools and approaches (Modules 2–5) of this guide together, and participants are presented with a comprehensive and structured approach for and case studies of MPD and are asked to critically think and start to plan for their own policy dialogue process.
